The Complete Sha'ir's Handbook includes sha'ir as well as elemental magician from Zakhara. Presented in a familiar "Handbook" format. he provides role-playing and campaign advice (apprentices, dueling exercises), new wizarding devices (astrologers, numerologists, working witches, and so on), nearly a dozen secret sorcery gatherings, and ten pages of new spells and skills. The Mechanician, for example, makes an automata jam to dispense the spell.
The book details wizards from al-Qadim's settings, including Sha'ir's core devices, Sorcerers, and Elemental Mage. It also introduces a number of additional kits.

Acceptance
Allen Varney reviews the Sha'ir Complete Handbook for Dragon magazine # 219 (July 1995). Varney commented: "The equipment works well, especially Mechanician [...] But people come from nowhere, adding a layer of unnecessary campaign complexity in Arabic folklore or Zakharan campaigns If you want a secret community of witches of the desert, playing in the world Dark Sun, Writing flatly and verbally, the Sha'ir Complete Handbook offers some useful suggestions on topics such as jinn prison and caring for familiars, but the new spell looks amazingly powerful, just like wizards wizard called Spellslayer Look before buying.
