Bureau of Land Management Philippines (Philippines: Kawanihan ng Pamamahala sa mga Lupa , abbreviated as LMB ), is a Philippine government agency under the Department of Environment and Natural Resources responsible for managing, surveying, managing and disposing of Disposable and Disposable land (A & amp; D) and other government lands not placed under the jurisdiction of the government other agencies.

The Land Management Bureau (and the Regional Land Management Sector) was held on 2 September 1902 under Law 218 as the Bureau of Public Land Administration (IBPL) with a mandate to oversee the survey and distribution of public lands in the Philippine Islands. William Tipton was appointed first head of IBPL. Under his supervision, the Bureau devised a system for island surveys and in 1903 implemented the 926th Act or the first Public Land Act of the country on which the subsequent public land disposition was based.

The disposition under this law is done by means of homestead, free patent, sale and lease of public land suitable for agriculture. The name of the Public Bureau of the Insular was then amended in accordance with Law 1470 to the Land Bureau, the name became popularly known to the masses who were direct beneficiaries of the common agricultural land for distribution.

The Bureau of Lands is also mandated to manage the distribution of relative land under Law 1120. This is the country's first land reform program because the vast land of the most productive farmland is purchased by the Insular Government from religious orders and agricultural enterprises and sold to residents and the actual settlers.

Cadastral survey

To accelerate the distribution of public lands, the Director of Lands Chas H. Sleeper introduced a cadastral survey, a survey of public lands covering a large area, usually all municipalities, dividing equally into packages for public land distribution purposes. The first cadastral survey project (Kadastral Project No. 1) was carried out at Pilar, Bataan in November 1908. In 1913, Law 2259, otherwise known as the Kadatral Law, was implemented to provide court adjudication procedures for public lands. Under his leadership, he founded the first School of Surveys at the Manila High School (MHS) some time in 1908 to train Philippine surveyors. Then transferred to the Philippine School of Commerce and Arts (PSTA). The first Filipino who headed the bureau was a revolutionary general, General Manuel Tinio who served from 1913-1914.

Amendment Act 926

Discovering the potential impact of disposition activities for the people and the economy as a whole, Law 926 was revised to improve the distribution of patents. The second Public Land Act (Act 2874) was subsequently enacted in 1919 to accelerate the decay of public agricultural land for Filipinos by introducing land classification systems and increasing the area of ​​the homestead from sixteen hectares (40 acres) to twenty four hectares (59 hectares).

The Bureau of Survey School was transferred to the University of the Philippines (UP), Technical College in 1925. At that time, the Bureau of Land was divided into nine inspection districts and thirty-two district land offices in order to decentralize land surveying and processing of land patent applications to the province. However, the appointment of district land officers was made by appointment only among surveyors, public land inspectors, land lawyers, and clerks.

In 1936, the Philippine Commonwealth Government passed the Law on Public Land as the Commonwealth Law no. 141, the law of disposition of the third and present public land in the country.

Post-war effort to speed up soil distribution

In 1953, the Bureau of Lands entered the era of modernization by introducing IBM computing machines and Remington Rand capable of handling mass computing. The Bureau became the most advanced government agency in the Philippines in terms of electronic computing. This effort was made to respond to the need to accelerate the distribution of public agricultural land in rural areas due to agrarian riots in the countryside and to reconstruct war damaged records. From 1950 to 1960, 1.4 million hectares of agricultural land was distributed by the bureau, doubling from the 1930-1940 period.

Devolution function

It was not until 1939 that the position of the Land District Office (DLO) was formally established under the Executive Order. 246. DLO is authorized for the first time to make informed decisions about important matters. The Public Land Act of 1936 came into force which remains the law governing public land.

Before the start of the war, the bureau was able to issue a total of 93,694 patents and had done a total of 289 cadastral surveys by the Bureau, the last being Cad - 289 in Manay, Davao Oriental for judicial certification.

In 1972, the Republic Act no. 6516 is enacted authorizing land officials in each province to sign patents that do not exceed five hectares so as to fully transfer functions to district offices. Due to devolution, more than two million hectares of agricultural land was distributed by the Bureau of Land from 1970 to 1980.

Reorganize DENR

Executive Order no. 192 organized the Department of Natural Resources (DENR) in June 1987. This new organizing arrangement unites the Tanah Tanah Land Office with the DENR field office and transforms the Bureau's Head Office into the Land Management Bureau. , which is a staff bureau.
